Al,
this maybe true for Minnesota but there are many local jurisdictions which only apply to a part of a Zip code and not the other. New York State has some. I suspect NYS is not alone.

This is program defined  file you are dealing  with in the
concatenated  city  state  with no  rules.

Zip  code is not  good  for taxing  jurisdictions  either. There is  a
statistic out there some  place  that says  this is a real NO NO
