Maybe it's time to take a serious look at removing old spool files.  Might 
this be what is expanding the number of jobs on the system?

We automatically delete any spool file over 90 days old.  Critical data 
should not be retained solely in a spool file.  In general, they are not 
saved with any of the IBM standard utilities.
