Martin, I figured you needed a non-V5R2 solution, but as you point out this
seems interesting from the academic standpoint.
Here's the syntax that should accomplish what you wanted:
 
CREATE TABLE lib/tblNew AS (SELECT f1, CHAR('-') AS newColumn, f2 FROM
lib/tblOld) WITH DATA

it should create a CHAR(1) newColumn with default value of '-' (dash).
