The number of headers you observe will dynamically grow as you add more
individual handles up to around 32K entries.  There is also the maximum of
roughly 16MB that you reference to hold all the data (headers and entries).

The manual specifies that an associated space can be no larger than 16MB,
and in tests, I note that there is a certain amount of overhead in the
"handle-based" structure that QCLSPGAS constructs, but is there any known
limit to the number of individual "handles" that an associated space will
accept?
