setup the as/400 as an ftp server  and then pull the file that way.  There
are tons of third party controls for ftp clients as well as rollign your own
with winsock controls.

Also, if the file is a database file, you could install the OLE DB provider
form client access and just use ADO to pull the file.

But if you want to avoid any type of installing, then the FTP server and
pulling via ftp is the best choice.
