One quick thought...If you have to IPL just get to a "normal IPL".  Before
you IPL:   CHGIPLA STRRSTD(*YES)

Doing this should save you the hassle of ending the system back to a
restricted state to IPL. 

This is very handy if you foresee a couple OF IPL's, especially during an OS
upgrade.

I have had to IPL a system to get a normal IPL logged in this system value 
before loading and applying PTF's.  It's  a pain in the rear but lesser 
hassle than than what you have been through today....
