If it's one of the low-end APC boxes, I'd just replace the entire UPS. 
If it's a more expensive unit, get a tech out to stress test the 
batteries.  The batteries can show a normal voltage when not under load, 
but drop immediately when current is drawn from them.

If you have external batteries, opt for a redundant configuration, i.e., 
    instead of 20 six volt batteries in series, do two 10-battery 12 
volt sets in parallel.  The odds of a few bad batteries taking down the 
whole string is greatly reduced.
