Have you considered using SSL, both Ops Nav & 5250 emulation can use an SSL 
connection.  You need the various encryption lic pgms though, 5722AC3 5722CE3.

The information centre has clues how to configure this connection.

Here in the company, we use IBM client access, to connect has some systems
of management, but everything passes through in clean text, somebody
knows some product that could qualify some way of strong  cryptography?
