Sure. Why are you using the OLE/DB driver for ODBC to then use ODBC to talk to the iSeries? Either use the OLE/DB driver for iSeries (might not be installed), or use the iSeries ODBC driver as an ODBC driver. Don't cross the two. You seem to be overly focused on the ODBC admin, I'd submit that you should use the native OLEDB drivers for iSeries and forget about ODBC completely. You could also try the native .NET drivers IBM has for the iSeries, but they are in beta, so buyer beware. Finally, make sure you're running the latest patches for CA Express. They (IBM) "fixed" some things w/regard to .NET.
