There are a couple of ways you can handle this. The first is to use OPNDBF YPOSF1 *INP (or *ALL if you need update ability) and monitor for the failure message. If the command fails, DLYJOB <some number of seconds>, and then try again. Have the program keep making the attempt until successful. Assuming this is an RPG program, the other way is to specify USROPN (or UC if RPGIII) in the program with an indicator in the "LO" position. If the indicator is on the file is unavailable.
