Usually preceded by a job that ends a subsystem that automatically starts, 

then submits a job to it to do startup tasks.  For example

endsbs qbatch *immed
dlyjob 30
/* since the subsystem is ended, these will stay on jobq until after the 
ipl */
/* wait for post ipl tasks to complete */
SBMJOB CMD(DLYJOB DLY(300)) JOBQ(OneAtATime)
SBMJOB CMD(CALL PGM(VARYON)) JOBQ(ONEATATIME)
PWRDWNSYS OPTION(*IMMED) RESTART(*YES *FULL)
endpgm

I find a simple SBMJOB works just fine for the occasional IPL.  To do
one this Saturday at 11PM:

SBMJOB CMD(PWRDWNSYS OPTION(*IMMED) RESTART(*YES)) JOB(IPLSYS)
JOBQ(QCTL) SCDDATE(022804) SCDTIME(2300)
