I've used GETURI from Bradley Stone (www.bvstools.com) in a number of projects and it works great. It's not free like Scott's LIBHTTP, but very reasonably priced. I've used Scott's stuff too and it works great. BTW, congrats on choosing to use RPG to generate the XML. That's what I do too. Too much work using that XML API kit that IBM provides.
