I believe that quote sends the request to the server, whilst ! sends the request to the client. For example, I started a ftp session on my client iseries, GDISYS, to my server iseries, GDIHQ. I ran ! crtpf rob/boothx rcdlen(80) and the file was created on my source, GDISYS. Once you understand what the QUOTE command does, it's not a big mystery.
