Because InputMAD(pos) is being tested prior to pos < 52.  Reverse the order of
the tests on the dow statement:

dow       pos < 52 and (InputMAD(pos) <> ';')

should solve it because RPG IV uses "short circuit evaluation" and will bail out
of an AND condition once it has detected it can't be true.  (Note that not all
languages do this, but RPG does.)
