I get this back (I changed the phone number to all x's):
As an anti-spam measure Centennial may be blocking email from certain 
domains or only permitting email from certain domains.  However I doubt 
this since they are allowing email from Comcast, which is a major source of 
spam.
cwemail.com does not handle the incoming email.  Looking up the MX record 
for cwemail.com, the host that handles the mail is cwemail.tsimms.com.
I was able to telnet to that host on port 25 and got back an SMTP server 
banner so the server is up.  If the iSeries does direct-to-MX without going 
through some other host, you should be able to do the same thing on the 
iSeries and even manually enter the various SMTP commands and see the 
responses to get a better idea of what is going on.
