Perhaps the easiest thing to do would be to hold your job queues.  All of
the jobs in QBATCH will enter the subsystem via a job queue, so by holding
the queues you will prevent new jobs from initiating.  Then when the
subsystem is quiet, you could selectively start some queues to allow certain
jobs to initiate.

If you have some jobs in QBATCH which never end and which are causing
locking problems, then you would need to end them specifically.
