It isn't a problem with any language.  It's how mis-matched parameters
work.  This CL program illustrates this behaviour.  Call it from the
command line several times with 'My data' as a parameter and watch the
contents of &longChar.  The FAQ explains why this is the correct
behaviour.

/* call thispgm 'My data' */
pgm &longChar
dcl &longChar *char 256
dmpclpgm
endpgm
