Because it's simply a renaming.  There is a lot of software that will break
if release (n+1) is not greater in the collating sequence than release (n).

OK, so now we have a "new" OS replacing OS/400 V5R2 called i5/OS.
Why is it being called V5R3?  Shouldn't be called i5/OS V1R1M0?
