Spooled files look like they live in output queues.  In fact, they do not.
Output queues are pointers to the spooled file members in the QSPL library.
Job structures also point to those members, assuming the job attribute of
SPLFACN is set to the shipped default of *KEEP.  (To be technically
correct, if all of a job spooled are set to *DETACH, the job structure is
destroyed when the job ends.)

So when you save the output queue, you only save the description of the
output queue, not the spooled data.  There are several pieces of software
that allow you to save and restore spooled files, but they are relatively
high overhead, and I don't think that they can reference the correct job
where the spool originally came from.  Such software frequently runs into
the maximum number of spooled files, as dictated by the system value
QMAXSPLF.
