Finally got it working.  For the archives this is what I had to do:
MSIE
Tools
Internet options
General tab
Temporary Internet Files
Settings
Turn on "Every visit to the page".

Now if the IBM web designers want to run with that to determine why I 
couldn't pull it up under my other settings, so be it.  I suspect it's the 
way they route everything another site first just to see if the email is 
what is getting people to go to the web site.  That intermediate site 
didn't look different enough to trigger the browser to refresh it.  Doing 
a manual refresh, clearing cash, lowering my security from Medium to 
Med-Low, etc didn't work.  Another work around was to use Ctrl-F5.  That 
worked fine also.
