This might be a bit simplistic/conviluded but since response has been slow here goes... If there was a job queue attached to the remote subsystem in question that was either dedicated to the task of checking or was multi-threaded you could submit a job to it that sends a message to a message queue, wait a second or two, then check the message queue. If the message is there then the subsystem is probably active. If not, then it's inactive. It would probably be a good idea to clear the message queue first to avoid false positives. It lacks the coolness and scientific precision of using API's and allocation but it might work. You could also do a SBMRMTCMD to try to allocate the subsystem as Albert suggested.
