Not necessary for IPDS use.... Only if you use certain features such AFP. IPDS is a "hardware" function and many IPDS functions are done at the DDS level. This does NOT require PSF.
The rules for PSF remain as one of the most confusing things IBM has ever managed to add to the OS.

There are two sections: "When is PSF required?" and "When is PSF Optional?"
To print to a LAN attached IPDS printer, you need PSF/400.
It's an optional part of the OS that you have to pay extra for.
