I searched the other day for Joe Palta's utility, but every search was a
dead end.  Anyone know where it is hosted?

There are several shareware tools available to do just what you ask.  For
several years I've been using Joe Pulta's "CPYSPLFPDF" utility.  There are
others that I've evaluated, each doing the same thing with a different twist
(i.e. watermarks, etc), however, Joe's is straight forward and created the
"smallest" PDF files.
