It sounds like you have already used CHGDSTPWD to change the password of
the QSECOFR service tool user ID to QSECOFR. If you have you should be able
to use that user ID and password in step 3 of these directions
http://publib.boulder.ibm.com/iseries/v5r2/ic2924/index.htm?info/rzamh/rzamhaccess.htm
 to access DST from the control panel.
If the URL does not work, just use the Information Center and search for
"Access service tools".
