I haven't see this book yet but if it was me and I needed that information, I'd buy it without hesitation based on the fact that Skip and Howie worked on it. Skip has long been an expert on SQL and I know that he's been working on an SQL book for a long time so you know that he's put a lot of time and thought into this thing. And Howard Arner knows more about how to wring the absolute last bit of performance out of SQL than anyone at IBM. How would you like to achieve sub-second response time for an SQL query over a 30 million+ database? Howie does that and more on a regular basis. That might not be a great achievement for an SQL guru, but to me, who typically writes an SQL query that takes minutes, rather than sub-second, that's quite impressive.
