Here is the fix IBM JUST gave me:

go to a command line and type: call qcap3/qyac3inat

Press enter.  That will re-initialize the AC3 option and it fixed the
problem for me!

Hope this helps.

BTW we migrated our 720... apparently this doesn't have if you install from
scratch.

I had the same kind of problem in April on a V5R2 system. I seem to
remember that I had to get a ptf to be able to move forward. You should
try the Support Line to get the ptf number. I've got the name of the
IBM'er if you contact me privately.

I'm working with a client on setting up SSL for their web
servers.  But the DCM won't let me in.  I keep getting the
error:

"You must install one of the cryptographic access provider
products on your system before using the Digital
Certificate Manager (DCM) functions. Contact your system
administrator."

I have the required options installed:

5722SS1   *COMPATIBLE  OS/400 - Digital Certificate Manager

5722AC3   *INSTALLED   Crypto Access Provider 128-bit for
AS/400

Is there something else that may be missing?
