I just rememebered that the xml file I was thinking of for this is not for Ops Nav, but rather for the individual user profile security/application settings under iSeries Access for Web. In that case, that file can be found If you've locked yourself out of Ops Nav via Application Administrator, you "should" be able to go to another PC and log on as another user who has authority to change those settings and reenable your original user profile to use Ops Nav again.
