Final resolution:  It was our fault.

Our shop had changed the QCRTAUT from *CHANGE to *USE awhile back, hence the
issues that caused our problem with MAIL MANager.  When creating a user
profile, our admin normally manually changes the authority on the new user
message queue to *CHANGE, but in this case, forgot.

Generic, now Wright, was very prompt & courteous with their support.
