I doubt it.  FTP isn't really intended to convert the contents of a file
from one file format to another. (Although it does do some minor
conversions in ASCII mode, like converting to ASCII and adding the CRLF)

I'd recommend using CPYTOIMPF to transform your file, then use FTP to
transfer it.  It might make sense to wrap that all up into CL program, or
similar, so that you don't have to do it manually each time.
