Ping & FTP are actually two different types of IP communications.

Ping uses ICMP (http://en.wikipedia.org/wiki/ICMP) while FTP uses TCP 
(http://en.wikipedia.org/wiki/Transmission_Control_Protocol).

Depending on the equipment, ping may be blocked (it's quite common for 
ping to be blocked on consumer grade routers, like Linksys).
