Basically they changed windows (in hotfix Q812937, which is installed with
service pack 2) in a manner that is incompatible with the way that QDLS
works.

The only solution that I've seen so far is to stop using /QDLS and use a
more modern filesystem such as "/" (root) or /QOpenSys.  These filesystems
are faster, have fewer limitations, and work properly with all versions of
Windows XP.
