There's are API's to retrieve the software time, which can then be used to set QTIME. I bought a software package several years ago for $100 that does exactly this.

Another neat feature of V5R3 is that the AS/400 can now act as an SNTP server that can be used to sync all of your pc's from. Prior to V5R3, SNTP could only act as a client on the AS/400.

I don't think NTP changes the system time (QTIME) until V5R3. V5R2 NTP
changes the hardware clock.

So what the heck is SNTP good for prior to V5R3, if it won't change the
system time?

You paid too much. The software to do SNTP server and client is available now without having to pay for it.
