The operating system IS the database and the database IS the operating system. The developers and analysts understand that the underlying operating system monitors the database and tunes the system, for the most part. Developers are tasked with developing applications. The "tuning" and "maintenance" are done by the system. Occasionally, maintenance must be done, but the operating system contains all of the commands required to perform any maintenance.
