I've also got Comcast and I can get through to my FTP server PC. Although my IP address isn't static I can say that it hasn't changed since I've hooked it up. Check the manual for your D-Link router about opening ports and/or port forwarding. It will also probably show your "dynamic" IP address assigned by Comcast.
