We currently use Info Printers (IPDS) via TCP/IP, driven both from AS/400 and mainframe. Our only Twinax is the console.

The only way I can get it to work is enter a valid address
in the SCS menu. We tried the IPDS side and that didn't get
us anywhere. The manual makes no mention of this or very little
else.

From working with IBM Network printers, go through the printer configuration menu, find IPDS menu, then emulation to choose the IPDS printer to emulate.
