It's pretty easy to write your own.

Set the system value QINACTMSGQ to a message queue(not qsysopr)
Set the QINACTITV to the time you want.

the program you write will wait on the message queue as in the QINACTMSGQ
system value.

When a message hit the queue you program "wakes up" and based on the info
in the message
you decide who gets cancelled and who gets a pass...  of course you want to
store that info in a file.

here is a simplistic example IBM has on their knowledge database,  you
should be able to get the hang of it from there.
