Starting printers on IPL is not always going assure they're are started if the 
QSPL subsystem is ended
To handle this I just, ironically, created a system:
    use TAATOOL command CVTDEVPRT  OUTLIB(QTEMP) OUTMBR(DEVPRTP).  To create a 
file of printers to be used as the primary input.  
    create a file to contain printer names/ outq names, a group field and an 
'ignore' flag  for the printers/outqs that we want to control.
    read through the printers in the DEVPRTP file and search the description 
for the string @S@.  If found I start the printer.  
        If not found I chain to the other file for the printer.  
        If found, check the ignore flag, if not set then I pass the printer and 
outq names to a CL that does a strprtwtr but ignores any errors.  
    Create a command to call all of that and attach it to QSPL as an auto start 
job.
That gets our printers started when the subsystem starts.
