Printing Form Overlays with AFP

>From the archives I have found how to create a form overlay, upload and
compile on the AS400.  

I have the following working with AFP:
1.  Printing of black and white form overlays with text.
2.  Conversion of black and white form overlays with text to PDF.
3.  Conversion of color form overlays with text to PDF.

I can not get printing of color forms overlay to work properly.

Can I do this with AFP?  Do I need IPDS?

I have searched the printing info at IBMs website, but can not come up with
a clear answer.
