You set one to position 3 and one to position 4, then pressed the (correct me if memory fails me) power on button. This was how you 'cold-started' the '38. The Sys/38 also had a big red button that you had to pull to do an emergency shutdown. I recall one time someone was on the phone in the computer room and for the receiver cord tangled around this button, and yanked on the cord to free it...
