Doesn't the USPS sell or give that stuff away ???
I recall getting info years ago about zips from those guys...
Well, my "cut & paste" isn't working today but anyway go to http://www.ups.com/ncsc/addressinfo/addressinfomenu.htm which offers several products for your type of problem.

The old package has a combined city/state field. The new package has the city and state separated into two fields.
