Joe -
In many cases, particulary with MNC's (multi-national companies), they write 
it up this way so that they can say that they can't find a qualified 
American, then they go hire a non-immigrant on an H-1B visa (that, by the 
way, doesn't have all of these qualifications anyway!).

You have to follow the money - the H-1B's will work for significantly lower 
wages...
