Hello,

Should I inform my company's top mgmt of specific technical issues in their IT department that are destroying the company?

I guess the first thing that comes to mind is "Why didn't you inform management when you were still an employee in good standing?" and "What has changed, now?" If the only thing that has changed is that you've been laid off, I'd say you're doing it for the wrong reasons.

You had your chance to bring it up back when you were still an employee. That chance has passed.

In any case, it's really unlikely that management will take you seriously at this point. They'll think that it's just "sour grapes." No good will come of it. You'll just burn bridges and have a hard time finding the next job.
