My knowledge goes only as far as to say that there have been no explicit WINS servers in this network for at least five years that I'm certain of and probably never since the network was created. Right now, AFAIK, we indeed run via DNS; and [net view] works fine. All of our AS/400s appear as they should, within their configured domain(s). ActiveDirectory has been somewhat in control for quite a while -- two years? -- though I know almost nothing about it beyond that. As for how/why...? And what does it mean for WINS...? Beyond my knowledge.
