Depends on how you want to build it. If you are just going to have a batch job periodically generate the reports as html then you only need the web server. Also, as suggested by others, you could use Net.Data (or CGI) to build the reports on the fly and that just requires the web server. If you take a servlet based approach, then you will need a servlet engine to run them. Your options are Websphere Express and Tomcat.
