Is there software or AS400 functionality available that will allow the user
to manage menu options without programmer intervention?

Software would allow authorized users to change what options other users see
by using programs to change data in files
Users will use a program that will read the data in the file and dynamically
present options on a screen using data
AS400 menus would not be used
