I'm not quite sure that'll work yet. In your ON criteria, you don't say
how F1KEY1 and F1KEY2 from your left-hand file are to relate to right-hand
file.
Here's a snippet from one of mine, hope it helps. Notice that in the ON
criteria, I'm specifying that the BEEN field from my PRPBE file has to
match the PREN field from my PRPMS file when creating the join. You can
file-qualify your fields if you want, I have chosen not to.:
create view qtemp/test as
Select
Beplan,
Beamt1,
Becben
From
HRDBFA/PRPBE
Left Outer Join HRDBFA/PRPMS On BEEN=PREN
Where
(PRTEC=' ' AND
BEID ='MET' AND
BESTAT='1')
You'll need to specify in your ON:
(F1KEY1=F2KEY1 AND F1KEY2=F2KEY2)

Should the code now look like this:
CREATE VIEW ROB/DOUGGIE
(F1KEY1, F1KEY2, F2DETAIL)
AS SELECT
FILE1.F1KEY1, FILE1.F1KEY2,
FILE2.F2DETAIL
FROM
(FILE1
LEFT OUTER JOIN FILE2 ON (F1KEY1 AND F1KEY2))
