You can stop the InfoCenter.exe process from running all of the time by
running regedit and navigating to
HKLM/SOFTWARE/Microsoft/Windows/CurrentVersion/Run   Look for a key
named ICHelp.  Right click, choose modify and enter a semi-colon (;) in
front of the path to comment it out.

YMMV.
