No restricted state; I just apply the PTFs *PERM. As I said, I only apply them *PERM before installing a newer Cume tape. ["tape," he says]

It's one of the little things that can be done without kicking the users..... off of the system.

And, as others have said, it's not really necessary (at least for the same VnRm).
