IIRC you can't monitor for the AMQ8146, try:

MONMSG MSGID(CPF0001) /* Error found on ENDMQM command. */

How to capture the error messages present in the MQ message file AMQMSG
in CL program. When I try to use the command ENDMQM, I get the error
message AMQ8146 because the Queue Manager is inactive. But how do I
capture it in the CL program using MONMSG?
