the SOCAT commands should be

socat TCP4-LISTEN:2121 SOCKS4:socksserver:ftpserver:21,socksport=8090

CALL PGM(QP2SHELL2)
PARM('socat' 
'TCP4-LISTEN:2121' 
'SOCKS4:socksserver:ftpserver:21,socksport=8090')
